Job Description / Responsibility
  • The base manager ensures the representation of Solidarités International by order of the head of mission on a base or in a geographic zone.
  • He/she is in charge of life on the base and ensures good communication between the different services.
  • He/she is the security referent on the base, and he/she ensures compliance with all of Solidarités International’s rules and procedures.
  • Leadership and team cohesion development
  • Monitor coordination and communications between the various departments
  • Be responsible for team and goods security on-base, under the supervision of the Head of Mission
  • Monitor and analyze the security situation and ensure it is understood by the teams
  • Give the geopolitical and security situation briefing to all of the new arrivals on the base
  • Under the supervision of the head of mission, ensure that all security-related documents and procedures are updated regularly
  • Ensure compliance with all security rules and procedures on the base
  • Set up a permanent security monitoring system
  • Ensure the immediate management of any security incidents that may occur on the base and immediately inform the head of mission
  • Contribute to define Solidarites International’s local strategy and contribute to the annual programming
  • proposing new activities, in line with SI annual operational strategy
  • Contribute to project proposals and write the technical annexes and chapters (including the logical framework) of the proposals
  • Propose, design and implement ad-hoc need assessments and build the capacity of the local partner on these assessments and assessment tools
  • Organize and facilitate evaluation missions
  • Ensure program quality, progress and compliance with SI and donors quality, technical and financial standards
  • Evaluate the relevance of the activities carried out, as well as the effectiveness of the interventions and their appropriateness with respect to contextual developments and the populations’ needs
  • Propose adjustments to the programs, if necessary
  • Ensure that program objectives meet sustainability requirements and compliance with established norms and standards
  • Participate in building methodologies and strengthen the program teams’ technical capacities
  • Plan and oversee the timely and effective implementation of program activities, ensuring the achievement of programs results also of the activities of the local partner organization
  • Ensure the use of SI project management, monitoring and evaluation tools for the SI staff and the staff of the local partner
  • Ensure effective coordination with program and support departments (logistics, administration and HR), providing timely information for planning the allocation of resources
  • In collaboration with the supporting staff (admin and finance) , contribute to the development of program budgets, budget follow up and proposal budgets for the program parts
  • Propose and implement quality criteria and monitoring indicators for program
  • Provide support and advice to the logistics base for the purchase of materials specific to the project activities, and provide guidance on logistics in terms of procedures and tools of SI for the local partner
  • Assess the relevance of activities, the effectiveness of interventions, and their appropriateness in light of changing circumstances and the needs of populations
  • Propose adjustments to programs if necessary especially on DRR and FSL focused activities
  • Anticipate the difficulties associated with conducting the project activities in a new context to operates in for SI and help overcome problems
  • Report the state of decentralized inventory to the logistics department (“field” inventory)
  • Supervise and provide technical support to her/his team
  • Coordinate emergency response activities in the program areas and/or in other affected district areas (design and implement rapid assessments, take part in JNAs, contribute to emergency response proposals, supervise the emergency response activities), in collaboration with the Program Team in Dhaka.
  • Perform regular natural hazards monitoring and disseminate timely early warning communication
  • Contribute to the development/update of project factsheets, lessons learnt and best practices, impact studies and other information and knowledge management documents, in accordance with SI standards and tools
  • Prepare handover reports before the end of his/her employment contract and forward them to concerned parties in the mission and at headquarters
  • Ensure the visibility and diffusion of SI technical documentation and streamline this with the local partner
  • Participate in validating recruitment for the national technical and program staff in the program area
  • In collaboration with the program and administrative departments, define the prerequisites for the vacant positions and, if necessary, update the job profiles.
  • Welcome and brief new employees or volunteers working on the program.
  • Identify training gaps and implement training activities for the local team
  • Manage and support the team under his/her responsibility
  • Conduct regular coordination meetings and workshops
  • Evaluate the performances of his/her team members
  • Identify potential changes in members of his/her team(s) and provide feedback to his/her line manager.
  • Ensure his/her team follows the safety rules
  • Ensure that key information circulates correctly, both on the base and between the base and coordination offices
  • Collect and compile operating information and team reports and send them to coordination according to the defined schedule
  • Manage and consolidate internal and external communication on the base
  • Be the official Solidarités International representative on the base for aid workers, local and political administrative authorities, civil society and the media.
  • Be an active participant in humanitarian forums and coordination meetings
  • Write reports and annexes concerning project activities for donor reports and other communications with donors
  • Ensure compliance with reporting deadlines and guidelines
  • Develop and set up a local operational communication network and positive relations with the local/governmental authorities, security agencies, donor representatives, UN and other international agencies in cooperation with the Head of Mission and Program Coordinator
  • Assure Solidarités International’s representation in local coordination meetings/events
  • Represent SI on delegation with local stakeholders.
  • Respond to the requirements of Headquarters concerning specific needs
  • Write the administrative documents to be signed (MOU, handover…) jointly with governmental authorities, communities or partners

Educational Requirements
    Post graduate level in development / humanitarian studies (desirable but can be balanced by experience)
Experience Requirements
  • At least 5 year(s)
Job Requirements
  • Substantial experience (at least 5 years) in a similar or management position in an INGO environment, ideally in both emergency and longer-term contexts
  • Experience of strategic planning
  • Experience of managing and training teams
  • Strong leadership skills
  • Flexibility and ability to work within different cultural and political environments
  • Ability to adapt to isolated and potentially insecure environments
  • An understanding of and commitment to Solidarites’ mission and values
  • Representational skills, Ability to liaise, local authorities, NGOs, other agencies and donors
  • An ability to reflect on and learn from own performance and the performance of the program; and to act upon that learning
  • A good understanding of security management
  • A good understanding of humanitarian issues including livelihood, protection, DRR and climate change issues
  • Ability to write/edit quality reports in English
  • Confident and proficient in the use of MS Office
  • Ability to manage and prioritize a high workload and multiple tasks with tight deadlines
  • An ability to analyse information’s quickly and accurately
  • Ability to take decisions and work in autonomy
  • Diplomacy and strong communication skills
  • Excellent communication skills, with written and spoken English
