Job Context
    As a key member of the Johns Hopkins Center for Communication Program`s (CCP) Program Team, the Research Officer will work as an integral part of the Bangladesh SBCC team to facilitate and strengthen SBCC and health activities in Bangladesh. The incumbent serves as point person to support a robust monitoring and evaluation system that includes defining specific and quantifiable performance indicators and targets for the program, and reporting results. This project will also substantially contribute to the body of literature on best practices for health promotion programs and support government, USG partners and other actors in SBCC activities. This position reports to the Monitoring, Evaluation and Learning Advisor (MEL Advisor).
Job Description / Responsibility
  • Essential Duties and Responsibilities include the following. Other duties may be assigned as needed.
  • Assist in the monitoring and evaluation strategies of national and regional SBCC activities with the assistance of the Monitoring, Evaluation & Learning Advisor
  • Assist the MEL Advisor in developing and maintain a performance monitoring and evaluation system on tracking tangible, measurable progress toward project results, and the strategic goals of the government and donor agencies.
  • Preparing annual research plans in consultation with MEL Adviser
  • Assist in preparing a quarterly progress reports and other updates
  • Research supplier hiring, management and development
  • Provide inputs for research protocols, sample designs and sampling methods for specific research activities planned for the project
  • Provide inputs for questionnaire design based on the requirements of each study
  • Assist in preparing in translation of research instruments and research protocol, as needed
  • Coordinate with the research supplier for pilot testing the questionnaires and recommending necessary revisions by reviewing the pilot test data
  • Work with the MEL Adviser to prepare necessary documentation for obtaining IRB approval as per project requirements
  • Organize training of field personnel in consultation with the project team, including monitoring and supervision of fieldwork (ensuring data validation and quality checks as committed in the proposal) and updating MEL Adviser on the fieldwork progress from time to time
  • Orient the research supplier on data entry as per the specific requirements of the research project
  • Organize a training of data entry and processing staff as per specific project requirements
  • Guide, monitor and supervise the supplier through the process of data entry, cleaning and processing
  • Guide the supplier on data weighting and related issues
  • Ensure accuracy and availability of cleaned data sets and working data files in the required formats as per project requirements
  • Conduct descriptive and inferential statistical analysis as per requirements of the project
  • Prepare and present research reports and presentations to the project team, government officials and donors
  • Ensuring timely communication with suppliers and submission of invoices and payment to the research suppliers as per agreed terms of the project
  • Other duties as necessary

Educational Requirements
  • Minimum postgraduate or higher qualification in Statistics, Mathematics, Econometrics, Demography or related field from a reputed institution.
  • Professional experience – minimum 5-7 years of progressive responsibility as a Monitoring and Evaluation Officer

Job Requirements
  • Minimum postgraduate or higher qualification in Statistics, Mathematics, Econometrics, Demography or related field from a reputed institution.
  • Professional experience – minimum 5-7 years of progressive responsibility as a Monitoring and Evaluation Officer in a research agency, research institution or other local and/or international Organization
  • Excellent interpersonal relationships and team work
  • Excellent communication skills
  • Analytical thinker with significant experience in multivariate analysis/statistical modeling
  • High level proficiency in the use of data analysis software (statistical packages such as SPSS, SAS, STATA or SYSTAT)
  • Strong publication record
  • Willingness to learn
  • Language Skills Must be fluent in written and spoken English and Bangla
  • This position is an immediate requirement.
